... but 'none' would be the *least* caching i thought? Or maybe having some caching
helps bubble up to break the page cache? I do not know.

OK, commit the version of composer lock that reverts all library stuff
...
... ...
web/libraries/{}: [
type:drupal-library
],
is there in composer.lock, but the web/libraries folder does not exist.
And all the 'drupal-library' references got deleted from the composer.lock file
after upgrade.
That can't be good.
Though we can live without them, David only got them to be there on
March 2.
