Background
There are multiple vocabularies that are being migrated into a single Topics vocabulary on the new site.

@gnuget @cedewey just to note that it looks like the taxonomy term migration is fine, it's the entity reference field that's not getting the same structure or anything.
@gnuget @cedewey Also, @wolcen ran the migration last night so i was able to look and it is not in place as hoped, on the fields.
