Acceptance Criteria
Given that I am a visitor,
when I visit a page that is not accessible to me (for whatever reason),
then I see a friendly message letting me know it's denied and info on how I can possibly access it,
so that I am welcomed into the GEO project.
Background
The current message is the stock Drupal Access Denied message which is cold and not friendly or helpful.
